Paragliding World Cup Committee Meeting 2023 at Fernais/Geneva, incl. Rules

Jährlich treffen sich die meisten der PWC Committee Members zu einem dreitägigen Meeting (Annual Committee Meeting ACM). Besprochen wird alles rund um Regeln und Agenda, aber auch Visionen.
- Wahlen: General Secretary: Bill, Treasurer: Martin S, Vice President: Bill
- Zusammensetzung und Kompetenzen des «Steering Body» (dieser hat den Zweck, kleinere, aber dringende Geschäfte unbürokratisch un schnell abzuwickeln)
- Ort des General Assembly: Wahrscheinlich wird das GA online statt finden, damit der Ort die Wahlresultate nicht beeinflusst.
Quellen der Unzufriedenheit von Pilot*innen und Partnern
- grundsätzlich dürfte vieles damit zusammenhängen, dass PWCA nicht gut kommuniziert, warum es welche Entscheide gibt.
- Kein Lunchbag mehr. Entscheid: Organisatoren müssen Sandwiches on Location zum Kauf anbiete, was in remote Places wichtig ist.
- Immer weniger Service trotz höherem Startgeld: schwierig, aber die Kommunikation, warum welche Entscheide getroffen werden muss stark verbessert werden.
- Auswahl der PWC-Events (Locations): Es ist ohnehin schon extrem schwierig, einen guten Kalender zu machen. Jedenfalls wurde entschieden, dass auch neue Locations berücksichtigt werden (nicht nur bekannte, mit sicher guter Organisation), weil viele Pilot*innen gerne neue Locations erkunden. Dies gibt mehr Arbeit für die PWC-Staff, aber die Pilot*innen bezahlen ja den Hauptteil der Kosten.
- Qualität von Opening and Closing Ceremonies: Gute Opening Ceremonie ist nicht realistisch, minimum Anforderungen für Closing Ceremmonie werden definiert. Es wird eine Einheits-Trophie gemacht
- Generelle Safety: Task Committee wird etwas geändert, Tasksetting Guidelines (wie wir sie schon haben) werden erstellt.
Scoring System
- Lange Diskussion um RLP, TBS und Live Scoring. Damit die Resultate nach dem Ziel nicht mehr ändern muss der fixe 50-Punkte-Leadingbonus entfernt werden. Dadurch verändern sich wohl noch die Punkte, aber nicht mehr die Position. Leider bleibt die Position in der Overall Rangliste immer noch abhängig von den folgenden Pilot*innen. Dennoch wird dies eingeführt (ich mache mich stark für das Anheben der Leadingbonus-Kurve, dies wird aber abgelehnt).
- RLP wird im Scoring System CompCheck implementiert (und alte Durchgänge damit gerechnet)
- Dokumentation der Formel: Es wird eine minimale Dokumentation der aktuellen Formel erstellt. Es dürfte auch mit einer andern Software als CompCheck ausgewertet werden, der Passus im Reglement wurde aber noch nicht gestrichen.
Media und Kommunikation
- Webseite, Social Media etc, vor allem die Webseite ist nach wie vor wirklich nicht befriedigend.
- ev. Newsletter in unregelmässigen Abständen
- Anca, Tim, Martin S, Martin J werden so etwas wie ein Kommunikationskonzept erstellen, bzw die Vorarbeiten dazu machen.
- Vereinfachung des Scoring?
- es wird ein Budget dafür gesprochen
- statt 5 Organiser-Wildcards gibt es in Zukunft 4 und eine, die für Mediazwecke vergeben wird
- intern: Monatliche Zoom-Meeting mit dem Committee

Probleme mit der GPS-Genauigkeit sollte es keine geben. +/- 10 vertical. Im Zweifelsfall Barohöhen-Differenz zum Landepunkt. Im Gegensatz zum Conical ESS geht es nur um wenige Fälle.
Man erhofft sich das Problem des Performance-Unterschiedes zu schmälern. Insbesondere Anca ist davon sehr angetan.
- Task-Flexibilität: Ich bin der Meinung, dass (nach genauer Ankündigung am Briefing) der SSS verschoben werden kann, ja, dass sogar eine Boje verändert werden kann, nachdem Pilot*innen gestartet sind. Dies ist aber nur in Regionen mit guter Handy-Abdeckung möglich (nicht jeder erhält Funk-Anweisungen). Eingeführt wird, dass es by Default ein 2tes Startgate gibt, 45 min später. Die Instrumente Hersteller werden gebeten, die Möglichkeit zu schaffen, 2 Tasks einzuprogrammieren.
- Pflicht-Kamera um zu beweisen, dass man nicht in der Wolke war: Freiwillig, als Proof ist sie ohnehin zugelassen
- reine Serial-Class Events können nicht mehr zur PWC-Selektion dienen
- Zusammenarbeit mit Air-Tribune eher nicht
- neu sind 2 RFC glider pro Hersteller erlaubt (nicht am SF)
- Ties auf dem Podium werden gebrochen, Verlierer ist der Pilot mit dem schlechtesten Task

- der Weltcup ist gegen eine 95kg-Klasse (zusätzliche Klassen schwächen die andern Klassen)
- ESS in Altidude ist eine Hilfe
- Es soll die Möglichkeiten von einem «Drag-Device» erkundet werden. Insbesondere ein Stück Tuch (Grösse gemäss Gewichtsbereich des Gleitschirms), das in die Leinen gespannt wird. Die Grösse ist für alle Hersteller gleich, aber eher zu klein (keine vollständige Kompensation).
Harness
- das Committee ist sich einig, dass die bestehenden Produkte nicht verboten werden dürfen, auch solche, die beinahe fertig sind.
- dies kann auch einen Ventilator im Gurtzeug beinhalten
- in 5 Jahren möchten wir geometrische Einschränkungen, kein Lüfter, max 20 kg, 2 Notschirme, das ganze Gepäck muss in 180 lt-Bag Platz haben
Team- und Nationen-Ranking
- das Nationen-Ranking wird wieder eingeführt
- es gibt ein Jahres-Teamranking (ohne Superfinal)
- das Partnerkonzept wird grundlegend überarbeitet (zusammen mit dem Kommunikationskonzept)

Paragliding World Cup Committee Meeting
Most of the PWC Committee Members meet annually for a three-day meeting (Annual Committee Meeting ACM). Everything concerning rules and agenda, but also visions are discussed.
- Elections: General Secretary: Bill, Treasurer: Martin S, Vice President: Bill
- Composition and competences of the "Steering Body" (this has the purpose of dealing with smaller but urgent business in an unbureaucratic and quick way).
- Location of the General Assembly: The GA will probably take place online so that the location does not influence the election results.
Sources of dissatisfaction among pilots and partners
- Basically, a lot of it has to do with the fact that PWCA does not communicate well why it makes certain decisions.
- No more lunch bag. Decision: Organisers must offer sandwiches for sale on location, which is important in remote places.
- Less and less service despite higher entry fee: difficult, but communication of why which decisions are made must be greatly improved.
- Selection of PWC events (locations): It is already extremely difficult to make a good calendar. In any case, it was decided that new locations should also be considered (not only well-known ones, with certainly good organisation), because many pilots like to explore new locations. This gives more work for the PWC staff, but the pilots pay the main part of the costs.
- Quality of Opening and Closing Ceremonies: Good Opening Ceremony is not realistic, minimum requirements for Closing Ceremony are defined. A unified trophy will be established.
- General Safety: Task Committee will be changed a bit, Tasksetting Guidelines (as we have them already) will be created.
Scoring System
- Long discussion about RLP, TBS and live scoring. In order for the results not to change after goal, the fixed 50-point leading bonus must be removed. Points will still change, but not the position. Unfortunately, the position in the overall ranking still depends on the following pilots. Nevertheless, this will be introduced (I strongly advocate raising the leading bonus curve, but this will not be done).
- RLP will be implemented in the scoring system CompCheck (and old runs will be expected with it).
- Documentation of the formula: A minimal documentation of the current formula is created. It may also be evaluated with a software other than CompCheck, but the passage in the regulations has not yet been deleted.
Media and communication
- Website, social media etc, especially the website is still really not satisfactory.
- Poss. newsletter at irregular intervals
- Anca, Tim, Martin S, Martin J will create something like a communication concept, or do the preliminary work for it.
- Simplification of scoring?
- a budget will be allocated for this
- Instead of 5 organiser wildcards, there will be 4 and one for media purposes in the future.
- internally: monthly zoom meeting with the committee

Budget
- Many discussions about partial details, such as driving fees, etc.
Rules
- ESS in Altitude: Will be introduced, all waypoints should be able to have an upper and lower limit.
There should be no problems with GPS accuracy. +/- 10 vertical. In case of doubt, baro height difference to the landing point. In contrast to the Conical ESS, only a few cases are concerned.
It is hoped to reduce the problem of the performance difference. Anca in particular is very enthusiastic about this
- Task flexibility: I am of the opinion that (after precise announcement at the briefing) the SSS can be shifted, even that a waypoint can be changed after pilots have started. However, this is only possible in regions with good mobile phone coverage (not everyone receives radio instructions). It is introduced that there is a second start gate by default, 45 minutes later. The instrument manufacturers are asked to create the possibility to program 2 tasks.
- Compulsory camera to prove that one was not in the cloud: voluntary, as proof it is allowed anyway
- Pure serial class events can no longer be used for PWC selection.
- Cooperation with Air-Tribune rather not
- 2 RFC gliders per manufacturer are now allowed (not at SF)
- Ties on the podium will be broken, loser is the pilot with worst task
- FTV remains at 25%.
- Number can be changed up to 3 days before the start of the event
- Asian Tour: Top 3+1 are selected for SF
Approx 30 small changes, etc, etc.
performance compensation due to the size of the glider
- the World Cup is against a 95kg class (additional classes weaken the other classes)
- ESS in Altidude is a help
- The possibilities of a "drag device" should be explored. In particular, a piece of cloth (size according to the weight range of the paraglider) stretched in the lines. The size is the same for all manufacturers, but rather too small (no full compensation).
Harness
- the Committee agrees that existing products should not be banned, even those that are almost ready.
- this can also include a fan in the harness
- in 5 years we want geometric restrictions, no fan, max 20kg, 2 emergency parachutes, all luggage must fit in 180lt bag
Team and Nations Ranking
- the Nations Ranking will be reintroduced
- There will be an annual team ranking (without Superfinal)
- The partner concept will be fundamentally revised (together with the communication concept)
